Yep, truly creepy. It looks like the type of image that would be shown in a horror movie. The characters would find it in the attic all dusty and discuss how those were the children that used to live in the house. They'd later be haunted by those same children.
Yikes. All appear a bit featureless... and I'm not so sure this has too much to do with overexposure. I'll ignore the window (which features what appears to be a demonic head) and will ask just two questions:

2) How many young children of the era used canes?
Good points. There are so many mysteries in this photo. Answers are elusive.
